It cannot be purchased in retail stores. The only way to obtain it is through second-hand websites and stores.
Like many unofficial Nerf products, it does not come with any darts or blasters.
It is a large container that can carry a combination of darts and blasters. There is a hole in the front of the Foot Locker to allow viewing on the inside of it once closed, or perhaps ease of access for inserting darts. The container is made of non-woven material. It can be collapsed completely flat for storage purposes.
Similar to the Target P.A.K., the front of the Foot Locker doubles as a target for firing practice, featuring different gear-like targets that a user can fire a Nerf blaster at to test their aim. The center of the gear in the middle features a horizontal slit that allows fired darts to pass through and land inside the container. The container's lid also features these targets as well, and users can hang the lid up for use as a suspended target.
The Foot Locker, in a sense, is a container with the Nerf branding on it; it uses the color scheme of the N-Strike Elite line. Although this may be under the Nerf brand, it was not actually made by Hasbro, rather, it was outsourced to Perpetual Play. Further evidence to support this is the packaging of the product, which differs slightly from the typical N-Strike Elite packaging.
It was first discovered on an online listing at Toys "R" Us website in July of 2013.
