Why do they only have two layers? Is this some sort of technical limitation? In my opinion, they could easily make 18 deep decks by alternating (circle) 4 18 decks, 8 17 decks, 7 16 decks, 6 15 decks, and so on, it is like tying different length of magazines into a circle, why would this not work?
